Policy Summit Pre-Reads
To get the most out of the Summit, we recommend reviewing the following materials in advance. Presenters will reference these documents throughout the discussion.
1. Use Case: AI Chatbots for Mental Health
Prepared by Adela Grando and Anthony Solomonides
AI-powered chatbots are increasingly used to deliver psychological support, offering scalable, low-barrier access to care - but they also carry real risks, including missed warning signs of suicidality and unclear data governance. This brief walks through a real-world risk scenario and outlines AMIA's policy priorities for safety standards, clinical validation, data protection, and human oversight.
2. Use Case: AI Use in Prior Authorization
Prepared by Joseph Kannry, Eileen Koski, and Tammy Toscos
A patient case study showing how AI-driven prior authorization denials led to a delay in care — and a fall that resulted in a broken hip — before a clinician could reach a human reviewer. Includes data on the scale of prior authorization in Medicare Advantage, appeal success rates, and AMIA's policy priorities, including support for the Seniors' Timely Access to Care bill and human oversight over denial decisions.
3. Human in the Loop: Clinical Decision Support (infographic)
A visual companion to the Proposed Policy Positions document. Illustrates the spectrum from human-in-the-loop to human-out-of-the-loop AI, the four oversight loops (design, clinical, governance, learning), and why continuous human accountability — not a one-time "check" — is essential.
4. Proposed Policy Positions: Human Oversight for AI in Clinical Decision Support
AMIA proposes this draft framework for what "meaningful" human oversight of AI-enabled clinical decision support actually requires - beyond simply having a clinician "check the output." Covers the design, clinical, governance, and learning loops, and lays out AMIA's positions on federal AI oversight, risk-based regulation, and public-private partnership for testing AI in healthcare. We plan to workshop this document together on-site at the Summit in DC.
