Double-board certified family physician and healthcare informaticist with extensive experience in electronic health records, population health, clinical quality measurement, the software development life cycle, and information technology project and program management. A highly productive, mission-oriented leader and manager, adaptable to complex, rapidly changing, multi-cultural environments. Dr. Hays is a distinguished career veteran of the U.S. Public Health Service, having served over 27 years with the Indian Health Service (IHS) in multiple roles, including three years as Acting Chief Information Officer, before retiring in 2014. He rejoined the IHS in 2020 as Chief Medical Information Officer (CMIO), focusing on the agency's initiative to modernize its health information technology infrastructure and solutions.
